#CDMX | El senador Ricardo Monreal compartió el Balance Legislativo correspondiente al segundo año de ejercicio de la LXVI Legislatura, en el que se destacan reformas trascendentes para la vida pública del país. Se trata, dijo, de un periodo productivo, orientado por una visión de Estado, justicia social y fortalecimiento institucional.

Durante el primer periodo ordinario de sesiones —del 1º de septiembre al 11 de diciembre de 2025—, la Cámara de Diputados procesó más de cincuenta reformas legales, incluyendo dos cambios constitucionales, cuatro nuevas leyes, más de treinta modificaciones a leyes secundarias y la aprobación integral del Paquete Económico 2026.

En materia fiscal, el Congreso avaló la Ley de Ingresos 2026, que proyecta una recaudación superior a los 10 billones de pesos, equivalente al 22.5% del PIB, junto con un Presupuesto de Egresos enfocado en inversión pública, infraestructura, salud, educación y transición energética. Se aprobó también una actualización del Impuesto General de Importación, que incrementará la recaudación en más de 100 mil millones de pesos adicionales.

Uno de los avances más relevantes fue la reforma a la Ley de Aduanas, que moderniza el sistema de comercio exterior con nuevas tecnologías, trazabilidad, videovigilancia y supervisión electrónica. Con ello, se busca erradicar prácticas de corrupción, agilizar los procesos y profesionalizar el despacho aduanero.

En el terreno de la seguridad pública, se aprobó una reforma constitucional para que el Senado ratifique los grados superiores de la Guardia Nacional, fortaleciendo su legitimidad democrática. Además, se expidió una nueva Ley Orgánica de la Armada de México, que alinea sus funciones a la estrategia nacional de defensa y seguridad marítima.

Frente al crecimiento del crimen organizado, se federalizó el delito de extorsión mediante una reforma al artículo 73 constitucional. Se expidió también la Ley General para Prevenir, Investigar y Sancionar los Delitos en Materia de Extorsión, como respuesta a uno de los delitos de mayor impacto social y económico.

En materia de derechos sociales, se aprobó una nueva Ley General de Aguas, que establece el acceso al agua como un derecho humano, acaba con el mercado de concesiones privadas y devuelve al Estado su papel rector en la gestión de recursos vitales. “El agua pertenece a la Nación, no a los intermediarios”, se subraya en el documento.

Otra de las reformas estructurales fue la aprobación de la Ley de Economía Circular, que impulsa un nuevo modelo de producción sustentable, reduce residuos, promueve el reciclaje y transita hacia un consumo responsable.

El Balance también incluye medidas de protección al consumidor, como la iniciativa “click to cancel” para evitar cobros abusivos en suscripciones, la prohibición de bebidas energizantes a menores, y nuevas restricciones al comercio de cigarrillos electrónicos y vapeadores, en defensa de la salud pública.

En el terreno legislativo, Monreal destacó que las reformas no son actos aislados, sino parte de una visión común entre poderes, que redefine el pacto social y consolida un nuevo modelo de Estado: más activo, más protector y más cercano a la ciudadanía.

“El presupuesto público ya no opera como incentivo para quienes más tienen. Hoy se orienta como instrumento de redistribución y de bienestar colectivo. Esto no es un ajuste técnico: es una definición política de rumbo”, señaló el senador.
